		<description>We need a Democracy Turnout Tax, that will mandate that if turnout in local elections is below 50 percent that money goes into a fund to support journalism. I&#039;m thinking this based on a recent PBS NOW program where the authors of The Death and the Rebirth of Newspapers(Robert McChevsky and John Nicohls, sp?) argued for a fund of $30 billion a year to subsidize journalism. Other countries do it.We spend hundreds of billions a year overseas supposedly promoting democracy, some of it should be spent here, where we might also promote the sacred concept.Republicans love the foreign democracy theme, we should walk the talk here.</description>
