Pasadenans Empowering Parental Participation in Educational Governance is educating on and advocating for a proposition on the November, 2020, general election ballot to change the City of Pasadena Charter to provide for voting for all resident parents, irrespective of immigration or other status, having the right to vote in Pasadena Unified School District Board of Education elections. San Francisco has just passed Proposition N, a similar measure. A majority of the Pasadena Unified School District Board of Education members have endorsed such a charter change for PUSD.

Professor Hayduk’s book documents that non-citizen resident voting was the norm in the United States until after the Civil War. As the reaction to Reconstruction was taking away the vote from African-Americans freed from slavery, the same forces were taking away the right to vote from immigrants. Professor Hayduk’s book also documents the growing movement to restore immigrant rights, especially to parents in school governing board elections.
