The year of 1946, was when the Army’s new Orientation Course, Program 64, was set to teach recruits what they were fighting for, in order to offset the fascist propaganda circulating at the time. Program 64, contained the following definition of fascism:
Fascism is a way to run a government. It’s the way Italy was run, and the way Germany and Japan were run. Fascism is the precise opposite of democracy. People run democratic governments, but fascist governments run the people. Fascism is government by the few and for the few. The objective is seizure and control of the economic, political, social and cultural life of the state. Why? The democratic way of life interferes with their methods and desires for conducting business, living with their fellow men and having the final say in matters concerning others as well as themselves.
The basic principles of democracy stand in the way of their desires; hence democracy must go! Anyone who is not a member of their inner gang has to do what he is told. They permit no civil liberties, no equality before the law. They make their own rules and change them when they choose. If you don’t like it, it’s TS. They maintain themselves in power by use of force combined with propaganda based on primitive ideas of blood and race, by skillful manipulation of fear and hate, and by false promises of security. The propaganda glorifies war and insists it is smart and realistic to be pitiless and violent.
It is hard to believe that this statement made by the Army’s new Orientation Course, Program 64, caused an outburst on Capital Hill, but it touched a nerve. Several representatives made indignant speeches on the floor of the House. Clare Hoffman of Michigan and John Rankin of Mississippi were outraged over Program 64, as were other pro-fascist Congressmen. Their indignation soon led to the discontinuance of the top rated Orientation Courses. The pro-fascists in Congress did not want the GIs to know what they were fighting against.
An important factor here was the average GI’s lack of education, which made the need for programs such as the Army’s Orientation Courses necessary. In 1946, the average education for all U. S. adults was only 8.6 years; 79 percent did not complete high school. In 1946, only 19 percent of the voters had an understanding of the Wagner Act, that brought unionization to the labor force. According to a Gallup Poll 79 percent of those polled simply had no idea, and the rest gave incorrect answers.
In 1946, only 8 percent of adults could properly define monopoly, an antitrust suit, the Sherman Antitrust Act,
cartelism and interlocking directorates. The low level of education left 80 percent of the population susceptible to anyone’s propaganda. Most of the voters were mere dupes for whoever could shout the loudest. The pro-fascist faction in Congress soon replaced the Orientation Courses with an anti-communist program, shrouding the fascistic organized crime syndicates that had taken over Congress.
Just two years prior, the corporate controlled press suppressed all efforts to oppose this fascist campaign, including FDR’s State of the Union Address on January 11, 1944, in which he proposed an economic Bill of Rights:
“The right of a useful and remunerative job in the industries, or shops or farms or mines of the nation. The right to earn enough to provide adequate food and clothing and recreation. The right of every farmer to raise and sell his products at a return which will give him and his family a decent living. The right of every businessman, large and small, to trade in an atmosphere of freedom, free of unfair competition and domination by monopolies at home or abroad. The right of every family to a decent home. The right to adequate affordable medical care. The opportunity to achieve and enjoy good health. The right to adequate protection from the economic fears of old age, sickness, accident and unemployment. The right to a good education.”
In 1944, the corporate media also suppressed the progressive “Century of the Common Man Speech,” by President Franklin Roosevelt’s Vice President, Henry Wallace.
1946 was a year, when Japan’s final surrender did not end war time price controls in the United States. It did however end war time no-strike pledges. A rash of strikes swept over the plants across the country, 4,985 in the last 6 months of the year, during which 116 million working hours were lost to labor bosses. President Truman wanted workers to join a union. Now the factories were in the hands of the unions, and so was the Democratic Party, now that the labor bosses could deliver them millions of votes.
The year 1946, was a year when although the allied forces were victorious in the battlefields of Europe and the South Pacific, the war against fascism was lost on the home front.
In the 1946 election, the Republicans gained control of both chambers of Congress, and true to their pro- big business agenda and their past support of fascists, more than 200 anti-union bills emerged in Congress. The rehabilitated Fred Hartley, who supported Germany and Japan until Pearl Harbor was bombed, coauthored the anti-union Taft Hartley Act. The fascist group Christian America successfully lobbied several Southern and Midwestern states to pass anti-union right-to-work laws, right-to-work for less laws.
While such perverse measures were not full fascism, it was the danger of creeping fascism. The anti-union measures were the initial steps on a slippery slope of accretive fascism. Whenever the government passes laws placing the rights of corporations or the elite class ahead of the people, it is an act of fascism, or a step in that direction.
On January 22, 1946, President Truman issued an executive order, unknowing the eventual dastardly effects, setting up the National Intelligence Authority, and the Central Intelligence Group. This was the forerunner of the Central Intelligence Agency, which a year later in 1947, brought the National Security Act, which mandated a major reorganization of the U.S. Government’s foreign policy military establishments. The NSA Act which took effect the following year on September 18, combined the Departments of War and Navy into the single cabinet position of the so called Department of Defense, and established the National Security Council and the CIA.
On October 3,1946, Secretary of State James Byrnes proposed a program of Allied control over Germany for 40 years. The Byrne’s Plan called for a peaceful relationship with the Soviets, but was opposed by the policy shapers in the Pentagon, as well as a large block in the State Department. The following year Byrnes was replaced by George Marshall and the policy shaping apparatus of the State Department was placed in the hands of the top echelon of the Pentagon now in control of pro-Germany adherents. The United States was now poised to rush head-long into Cold War machinations.
The State Department during the war had been divided between those who favored peace and the pro-fascist faction that promoted business monopoly and corporate hegemony. By the end of the war, those favoring the continuance of German cartelism and Cold War held the upper hand, because many who vigorously opposed fascism had been removed. The State Department was now in the hands of fascist sympathizers, was busting at the seams with incriminating documents on Nazi plans to continue the war and the cartelization, and the re-establishment of German control, once hostilities ended.
Understanding the evil hegemonic plot is critical in recognizing the rise of fascism and the attempts to take corporate fascism global in the form of globalization of the world’s economy, as we witness today with the American and Nazi fascist propagated Ukraine war.
In 1946, James Stewart Martin of the Department of Justice’s investigation team in Europe summed it up in his book All Honorable Men: We had not been stopped in Germany by German business. We had been stopped in Germany by American business. The forces that stopped us had operated from the United States, but had not operated in the open. We were not stopped by a law of Congress, or by an executive order of the President. Whatever it was that stopped us was not “the government.” The power that stopped the war clearly had command of the channels through which the government normally operates. The relative powerlessness of governments in the growing economic power is of course not new. National governments stood on the sidelines while bigger operators arranged the world affairs.
In the Spring of 1946, Program Overcast became the first official program to bring Nazis into the United States. This was later changed to Operation Paperclip and closely coordinated with the British programs. Britain was already exploiting several groups and in March 1946, began dumping German scientists on Commonwealth countries, including Canada and Australia. Some of those sent to Canada later entered the United States in the 1950’s under Operation Paperclip. The agenda was to expand the recruitment list to include POWs, militarists, SS officers and others the State Department considered useful, thus hatching the plot to smuggle SS officers into the United States under Paperclip, the idea they recruited only scientists, becoming a myth.
In 1946, what began as voluntary cooperation between media agents and the CIA soon grew into a new CIA project. Headed by Frank Wisner, Allen Dulles, Richard Helms and Phillip Graham, publisher of the Washington Post and a graduate of the Army Intelligence School in Harrisburg, Pennsylvania, Project Mockingbird began, buying influence behind the scenes at major media outlets, and putting reporters on the CIA payroll. The CIA was soon recruiting news organizations and journalists to become spies and disseminators of propaganda. Media assets soon included all the major news sources such as ABC, NBC, CBS, Time, Newsweek, the Associated Press, United Press International, Reuters, Hearst Newspapers, Scripps-Howard and Copley News Service.
As early as March of 1946, Eisenhower became aware of an additional perverse propaganda effort the CIA called Operation Shamrock. Operation Shamrock involved the coordination by the three major cable corporations to facilitate the review of all messages into and out of the United States. Eventually Shamrock devolved into a much larger eavesdropping operation including domestic spying on SDS and other leftist elements, as well as drug dealers. With the advent of the Internet, Shamrock devolved again into a global CIA operation called Echelon, to read emails. The FBI launched a parallel operation called Carnivore.
In the year 1946, Jerry Voorhis, the progressive liberal from California ran for re-election to the House of Representatives. Three years prior, the Congressman had entered a resolution for an investigation into the BIS, the Bank for International Settlements, based in Berne, Switzerland. The republican controlled Congress failed to even consider the matter. Voorhis, a supporter of the New Deal and a relentless opponent of fascism, in 1945, had attacked the policy of placing former officers of American companies tied to IG Farben, in the Offices of Military Government, which was supposed to destroy IG Farben.
If Congress investigated either BIS or IG Farben, the risk was that many American corporations that continued trading with the Nazis would be exposed. Those Nazi sympathizers had but one choice; Voorhis had to be eliminated.
The cabal of Nazi supporters selected Richard Nixon to run against Voorhis in the 1946 election. At the time Nixon was an unknown and only a bit player in the State of California, yet he received financial support from the Wall Street law firm of John Foster Dulles, Sullivan & Cromwell. With a big bag of campaign loot, Nixon easily defeated Voorhis by branding him a communist. Nixon later admitted that, “of course he knew Jerry Voorhis was not a communist, but I had to win. That’s the important thing you don’t understand. The important thing is to win.”
Today, after eighty years of the continual accretion of the perverse incentives of fascism since 1946, we find the expression of totalitarianism and fascism in the anonymity of the corporate state. It purports to cherish democracy, patriotism, and the Constitution, while manipulating internal levers to subvert and thwart democratic institutions and countries, using new iterations of corrupt control and divide and conquer such as the CIA’s National Endowment for Democracy and many others.
Corporate media controls nearly everything we read, watch, or hear, imposing a vapid, bland uniformity of opinion, happy with the palliative, specious government Covid digital transfer payments. Economics now dominate politics, and with that domination comes different forms of digital control and pacifistic ruthlessness.
In his message to Congress on April, 29, 1938, President Franklin Delano Roosevelt recognized that our political and economic decline took place because of a corporate drive for massive deregulation and the repeal of antitrust laws and the country’s radical transformation from a manufacturing economy to an economy of consumption.
In FDR’s speech to Congress titled, “Recommendations to the Congress to Curb Monopolies and the Concentration of Economic Power,” he wrote.
“The first truth is that the liberty of democracy is not safe if the people tolerate the growth of power to a point where it becomes stronger than the democratic state itself. That, in its essence, is fascism: the ownership of Government by an individual, by a group, or by any other controlling private power. The second truth is that the liberty of a democracy is not safe if it’s business system does not provide employment and produce and distribute goods in such a way to sustain an acceptable standard of living.”
These are prescient words of truth we must now recover, act upon and live by.
We must destroy the perverse incentives of fascism, led by the CIA directed neo-Nazi Azov regiment, that have brought war to Ukraine, by cravenly establishing Zelensky, a comic actor as President, and bating Putin and Russia with broken NATO promises to take action.
Neo-Nazism and fascism, willfully conducted by the never audited evil leviathan, the Pentagon, CIA and National Security Agency since World War II, have destroyed our country, and the freedom and liberty of the world.
The time to rise up, and march on the streets in the suites of the corrupt, complicit congress is long overdue. The time is NOW!
